His professional practice focuses on the experience and ability to manage highly complex matters, which has allowed him to participate in the most varied and important investment projects, advising national and foreign clients.
In 2010, he was appointed by the President of the Republic as the highest water authority in Chile, General Director of Water, where he led a team of experts from the World Bank in the preparation of a diagnostic report on water resources and their institutionality, for the definition of the National Water Resources Strategy.
During his administration, he headed the creation of the National Water Information System, the drafting and discussion of two bills to modify the Water Code and the Penal Code, and the preparation of the texts that subsequently gave rise to the regulations on Exploration and Exploitation of Groundwater, Major Hydraulic Works, and Ecological Flows.
