Partner at PPU, with extensive expertise in Economic and Regulatory Law. Between 2004 and 2012, he served at the Chilean Competition Tribunal (Tribunal de Defensa de la Libre Competencia), initially as Clerk and Legal Secretary, and later as a Full Member of the Tribunal.
Javier Velozo has been recognized by leading international legal rankings (Band 1 in Chambers and Partners; Leading Lawyer in Legal 500; ranked fourth among Chile’s leading competition lawyers by GCR; and ranked first and second in Chile by LACCA) as one of the most distinguished practitioners in these areas.
Since the modernization of Chile’s competition system in 2004, he has worked across all areas of Competition and Regulatory Law and has participated in many of the most significant cases heard by the relevant authorities. He has represented clients from a wide range of industries in numerous contentious and non‑contentious matters before the Competition Tribunal (TDLC), appeals before the Supreme Court, follow‑on damages actions arising from anticompetitive conduct before civil courts, investigations conducted by the National Economic Prosecutor’s Office (Fiscalía Nacional Económica – FNE), M&A transactions, compliance programs, and advisory work on mergers and acquisitions. He has also advised sector‑specific government agencies on the drafting and implementation of competition and regulatory frameworks.
Javier has also acted as an arbitrator in commercial matters. He is the author of several articles on Economic Law and Competition Law published in the United States, Spain, and Chile, and has served as an academic reviewer for Economic Law research projects under Chile’s National Fund for Scientific and Technological Development (FONDECYT).
With respect to his academic career, Javier Velozo has taught Competition Law at various universities and has acted as a consultant to the governments of several South and Central American countries in the drafting of legislation and the development of institutional frameworks in this field.
He has participated in several international professional associations focused on Competition Law and Law & Economics. He also serves as competition counsel to MOVISTAR and as an arbitrator for NIC Chile.
